Will daylight saving time return in 2023? Understand

Daylight saving time was introduced in Brazil in 1931 during the government of Getúlio Vargas, but it was not implemented without interruption until 1985.

After almost 90 years of implementing daylight saving time in Brazil, the Bolsonaro government signed a decree in April 2019 ending the measure in the country. According to the president, the end of differentiated working hours contributes to workers' productivity, and the adoption of the working hours did not bring energy benefits to energy distribution in the country.

Daylight saving time was introduced in Brazil in 1931 during the government of Getúlio Vargas, but it was not implemented without interruption until 1985. The creation of the measure was done so that natural lighting could be used even more on longer days and save energy, reducing the risk of blackouts, which were common events at the time. Nowadays, Brazil no longer runs this risk.

During the Michel Temer government, the suspension of summer time was being analyzed, but it was only implemented during Bolsonaro's administration. 

However, after the victory of elected president Luiz Inácio Lula da Silva (PT), the issue of returning to summer time once again gained prominence on social media.

Last Wednesday (3), actor Bruno Gagliasso published on his Twitter account a request for the return of summer time after the new president's inauguration, tagging the account of vice Geraldo Alckmin (PSB), coordinator of the transition team of the Lula government.

Therefore, Gagliasso asked the vice president to include the return of the measure in his agenda.

Some advantages and disadvantages of daylight saving time

See below some advantages and disadvantages of daylight saving time:

  • Energy advantages: According to the Ministry of Mines and Energy, Brazil has saved an average of R$ 1.4 billion since 2010 with daylight saving time, with an average reduction in energy use of 0.5% and 4.5% at peak times. According to data already released by the ONS (National Electrical System Operator), between 2010 and 2014 the use of sunlight resulted in savings of R$ 835 million for consumers, even more due to the reduction in the use of thermoelectric systems (more expensive for operation).
  • Energy disadvantages: On the other hand, official figures show that savings in electricity consumption have decreased in recent years, making the measurement of the price on the energy bill of little importance, falling from R$ 405 million in 2013 to R$ 147.5 million in the year 2016.
  • Security advantages: An advantage of summer time in terms of safety is that the light reduces the risk of homicides, robberies and traffic accidents, according to infrastructure specialist Cláudio Frischtak. A study carried out by researchers at UFPE (Federal University of Pernambuco) in 2016 found that between 2007 and 2013 there was a 10% decrease in accidents on federal highways in states that use daylight saving time.
  • Security disadvantages: Many people on social media claim that workers who leave home early during daylight saving time leave in the dark, before sunrise.
  • Benefits for the economy: The measure tends to cause people to spend more time on the streets, which impacts traffic, public transport, public safety and consumption.
  • Disadvantages in the economy: Daylight saving time can affect the agricultural sector as livestock are caught by surprise by the time change on farms and can affect milk productivity.

On Monday (7), Lula's Twitter account opened a popular poll asking people what they think about the return of daylight saving time. In the voting, there were 2,085,411 votes, with 67% for YES and 33% for NO.
