CadÚnico: Aid will be blocked for some families in December; Understand

The Ministry of Citizenship will carry out a registration investigation procedure for single-person families registered in CadÚnico.

In the coming months, the Ministry of Citizenship will carry out a registration investigation procedure aimed at single-person families (families made up of a single person), registered in the CadÚnico (Cadastro Único). The new fine-tooth comb will be done in order to avoid benefit fraud.

A normative ordinance released on November 4 defines that families selected to participate in the process will receive a home visit or will be invited for an interview with community technicians to verify their registration data.

According to a bulletin released by the Ministry of Citizenship in November, the investigation process takes place after monitoring carried out by the department recorded an increase in the number of single-person families after the month of November last year, when Auxílio Brasil payments began, until now.

During this period, families registered in CadÚnico identified as single-person increased from 8,929,623 million (November 2022) to 13,912,102 million (October 22), an increase of 5 million in less than a year. 

In addition to Auxílio Brasil, information is analyzed about families benefiting from the Electricity Social Tariff Program and the BPC (Continuous Payment Benefit).

Single-person families with registration completed or updated after the month of November 2021 and with a family income of up to half the minimum wage (R$ 606) per person will be invited for registration verification. See which groups are selected:

Single-person families registered or whose registration was updated with a home visit between November 2021 and October 2022 and families that are part of the GPTEs (Traditional or Specific Population Groups) will not be included in this group.

The subpoena will be made with data from the Single Registry and the National Civil Registry Information System (SIRC) from October 2022.

CadÚnico Registration Inquiry Process

According to the normative instruction, the process of checking records requires a visit to the homes or a qualified approach to determine whether the family actually consists of a single person or not. 

To this end, municipalities must appoint family support technicians at registration posts, who will be responsible for collecting information such as:

  • Family history; 
  • Reasons that led the person to live alone; 
  • Identify support networks; 
  • Understand the form of financial support; 
  • Inquire what happened to the other members of the family, and other topics.

If the family is not located to provide the information by the end of the investigation period, the CadÚnico exclusion process will be carried out.

In cases where the family refuses to provide information or receive a home visit, they will also be excluded from CadÚnico for “II – Refusal of the family to provide information, through the preparation of an opinion signed by a municipal employee linked to the administration of CadÚnico“. 

If, when responding to the questionnaire, it is concluded that the family is in fact one-person, the data set will be considered regularized. If the conclusion is that the family composition is incorrect, family records must be updated by adding at least one person to the family group to regularize the record.

Families will be notified through messages through the Auxílio Brasil payment statement and through the program's App, in addition to a message in the Cadastro Único app. Check out the message templates sent to beneficiaries:
