Amounts Receivable: Will the second phase be opened in September?

Launched in February 2022, the Central Bank's Amounts Receivable System, whose first phase lasted until April 16, would open the second phase of consultation on May 2 of this year. Close to the date, however, the Central Bank announced the postponement of the service that has lasted until now. Will a date for the resumption of service be announced soon?

When the second phase began, the postponement was necessary due to the strike by Central Bank employees. The strike began in April and the category first asked for an increase of around 26%. Then the order fell to 13%. 

However, the government had already stipulated that only 5% of adjustment would be granted this year. Thus, the strike ended in July, raising new expectations for the announcement of a new date.

Since then, authorities have focused on keeping demands up to date, as several services were affected throughout the strike, such as the launch of the second stage of the SVR, as well as the distribution of the Focus Bulletin and the IBC-Br, among others. 

After some time, now in the month of September, after the situation had normalized, expectations increased regarding the launch of the second stage of the BC's Receivables System. But so far, there is no specific date for the opening of the consultation. 

SVR (Values Receivable System)

The Amounts Receivable System is a tool created and made available by the Central Bank (BC). The tool was created with the aim of helping individuals find out if they have any amount to receive – an amount that has been forgotten – from a banking institution. The system also helps to redeem this amount. 

You know those accounts that were closed and ended up having some money left? That fee incorrectly charged by the bank? Or the amount invested in the consortium that could only be repaid years later, but was forgotten? So, these are the amounts that may be available for withdrawal.

Second stage of SVR query

What is known so far about the second stage is that 7 new types of financial services will be included in the system. Since its introduction, the Receivable Values System (SVR) has been helping Brazilians find amounts that were forgotten in bank accounts and other financial institutions. See the new services:

  • Undue charging of fees not provided for in the Terms of Commitment signed by the bank with the BC; 
  • Installments or commitments relating to credit operations not duly verified and not provided for in the Terms of Commitment signed by the bank with the BC; 
  • Closing prepaid and postpaid payment accounts with available funds; 
  • Registration accounts of securities brokerage companies and securities distributors for recording closed operations of clients with available resources; 
  • Company in extrajudicial liquidation FGC (Credit Guarantee Fund); 
  • FGCoop (Credit Cooperative Guarantee Fund). 

The platform, until now, aggregated five different data on forgotten values:

  • Closed current or savings accounts with available resources;
  • Fees charged unduly, as long as they are provided for in the Terms of Commitment signed by the bank with the BC; 
  • Installments or commitments relating to credit operations unduly charged, as long as they are provided for in the Terms of Commitment signed by the bank with the BC; 
  • Capital quotas and apportionment of net surpluses of credit union beneficiaries;
  • Unsought resources from terminated consortium groups.

Unique consultation

Another new feature is that the user does not need to access the portal at two different times to check the available funds and request the redemption of money, as was the case previously. 

In the first phase, it was necessary to return to the system on a date defined by the Central Bank according to the calendar to request the transfer. The schedule will no longer exist. It will be possible to do everything in the first consultation.

It is not yet known whether this second phase, like the first, will have a deadline for consultation. The Central Bank only said that anyone who does not have access to the tool will not lose their right to the money. The funds are retained by financial institutions for as long as necessary, waiting for the citizen to request a refund. 

It is estimated that R$ 8 billion will be returned to the population and businesses.

How to consult the Amounts Receivable?

See the steps below if you want to prepare for the next phase:

Step 1

Access the BC website to check whether you or your company has amounts to receive from the system.

Required Data

  • For Individuals: CPF and Date of Birth
  • For Legal Entities: CNPJ and opening date.

– If you have amounts to receive, continue with step 2.

Step 2

If you have receivables, the option “Access my Receivables” will be available.

  • Log in with your Gov.br account (silver or gold level account).

Step 3

  • Read and agree to the Science Term.

Step 4

Check on the system screen:

  • the amount to receive; 
  • the institution that must reimburse the amount; 
  • the origin (type) of the amount to be received; and, if necessary, more information.

Step 5

Click on the option that the system displays and follow the instructions given: 

If the option “Request here" being available: 

  • The institution will return the amount via Pix within 12 business days. 
  • Choose one of your Pix keys and enter your personal information. 
  • Keep the protocol number to contact the institution, if necessary.

Step 6

If the option “Request via Institution" being available: 

  • Returns will not be made via Pix. Contact must be made via the telephone number provided in the consultation.

1st Phase of Amounts Receivable

Those who did not make the inquiry or made the inquiry but did not request the redemption of the amounts at the first opportunity need not worry. When the tool is released, consultations will be available to everyone, and services from the first stage will be included in the second phase.
