Absence from school could cut Brazil Aid for 780 thousand people

In September this year, the Ministry of Citizenship resumed the analysis of non-compliance with requirements in the area of health and education to remain in the Brazil Aid Program (PAB). In this way, the Executive body takes into account the results of both areas and cuts the benefits of those who do not meet the requirements.

According to the ministry, 13.1 million children, young people and adolescents received educational support in June and July. Of these, 94% have completed the required school attendance. In other words, 6% of the public does not meet the requirement, approximately 780 thousand families who may lose the benefit if their children do not attend school satisfactorily and meet the minimum required attendance.

For health, 21.8 million young people were monitored in the first half of the year. More than 97% of children met the vaccination and nutritional monitoring requirements, and 99.9% of pregnant women underwent prenatal care.

The conditions for staying in Auxílio Brasil

Compliance with conditionalities must be followed by beneficiary families and public authorities, in order to strengthen families' access to basic social rights. 

To continue receiving Auxílio Brasil, beneficiaries must meet health-related requirements, such as vaccination and nutritional monitoring for children under seven years of age and prenatal care for pregnant women.

In the field of education, minimum school attendance rates must be respected, data that city halls have and send to the ministry. 

Suspension of the application of conditionalities – Until March of this year, the application of the effects of non-compliance with conditionalities was suspended.

This was due to the Covid-19 pandemic and subsequent operational issues where local and state administrations informed the Ministry of Citizenship.

Warnings sent to families

Registration has resumed, but in the form of a warning. 288.4 thousand notices of non-compliance were issued by Auxílio Brasil beneficiaries aged 0 to 15 and pregnant women. 

There were 89,500 warnings for teenagers who received BCA (Teenager Composition Benefit) and 60,600 notifications for teenagers who received BCJ (Youth Composition Benefit).

Based on these results, IGD (Decentralized Management Index) transfers are calculated. For this to happen, municipalities must therefore achieve at least 25% of monitoring coverage of health and education needs.

In 2023, the minimum rates of 30% will be resumed, according to Regulation No. 769.
