Luiz Inácio Lula da Silva was elected president in the second round of the 2022 elections, which took place last Sunday (30). The victory of the PT member raises expectations among the vulnerable public about the return of the Bolsa Família program.

The restoration of the old Bolsa Família program was one of the president-elect's campaign proposals. According to him, the objective is to maintain the value of R$ 600 paid by the current Auxílio Brasil program, in addition to creating an extra benefit worth R$ 150 for children up to 6 years old.

To guarantee Bolsa Família, whose total value would be R$ 750, plus fixed and additional benefits for children, Lula would have to start negotiations with the National Congress to implement a new Proposed Amendment to the Constitution (PEC), for the change to happen. in the year 2023. However, aid with this amount would circumvent the spending ceiling.

Lula's estimate for Bolsa Família in 2023 is an investment of R$ 18 billion per year in the Union's coffers. However, it is important to clarify that the measure will not be implemented immediately, according to statements by former minister Tereza Campello, who is currently heading the PT's political campaign.

This is because, given Lula's promise to maintain the Bolsa Família of R$ 600, it will be necessary to find resources to maintain the benefit under these conditions.

It is worth remembering that the Annual Budget Bill (PLOA) sent to the National Congress does not mention the current value with temporary validity, which is only expected until December 2022.

In fact, we don't really know what we will find on January 1st in the case of the election of former president Lula. We do not know the real budget situation. Priority zero will be to find resources to guarantee the value of R$ 600. After that, we propose a phased project“, he explained.

Replacement of Bolsa Família with Auxílio Brasil

In November 2021, the Bolsa Família program was replaced by Auxílio Brasil, solidifying Bolsonaro's desire to “put an end to any remnant of the PT”. Dissatisfied with the end of an initiative of his own, Lula promises to resume the program in 2023.

The traditional Bolsa Família created by the Lula government and introduced in 2004, was extinguished after 18 years of existence. Even if the supply was minimal and had not undergone inflation adjustment for years, it was still a way of guaranteeing food on these people's tables.
