Income Tax 2023: Government announces period for declaration; Look
With the arrival of 2023, concerns are beginning to arise regarding the 2023 Income Tax, especially because anyone who does not comply with this obligation may have to pay a fine.

At the beginning of every year, a significant portion of the Brazilian population needs to report their income to the Federal Revenue Service, including expenses and gains recorded over the past year.
And with the arrival of 2023, concerns are beginning to arise regarding Income Tax 2023 – base year 2022. Especially because anyone who does not comply with this legal obligation may have to pay a fine of 1% per month of tax due, with a minimum amount of R$ 165.74.
Furthermore, failing to send and pay the IRPF implies a restriction on the taxpayer's CPF. And there may even be discounts on your bank account. So, it's best not to miss the date. And below we will bring you all the information about it.
Income Tax 2023: what is the declaration period?
The federal government announced this Tuesday, February 14th, that the period for submitting the declaration in 2023 will be from March 15th to May 31st, 2023.
This year, there was a small change in the period. Normally it started on the first business day of March and continued until the end of April, with the possibility of being extended or not by the Federal Revenue Service.
But according to the government, the change aims to allow all taxpayers to take advantage of the pre-filled declaration from the beginning of the delivery period.
In general, this extension, when it happened, was until the end of May. Now, in 2023, the period will be a little longer. Taxpayers will have 2 and a half months, around 75 days, to organize their documents.
Who should declare in 2023?
There are two types of declaration: that of an Individual and that of a Legal Entity. In the case of those who are PJ, everyone needs to make their declarations. In the case of Individuals, however, there is a specific group.
For IRPF, it is necessary to declare all those who in 2022 obtained income of up to R$ 28,559.70 (in the year), or earned more than R$ 40 thousand in exempt, non-taxable or taxed at source income.
Income from rural activity
- Obtained annual gross income from rural activity in an amount above the limit (R$ 142,798.50);
- Intend to compensate for losses from rural activity from previous calendar years or from the calendar year itself.
Assets and rights above the limit
- Had possession or ownership, on December 31 of the calendar year, of goods or rights, including bare land, with a total value exceeding the limit (R$ 300,000.00).
Investments
- Carried out operations on stock, commodity, futures and similar exchanges.
Others
- Became resident in Brazil, in any month of the last year.
Income Tax 2023 table and rates
The IR 2023 table and rates have not changed in relation to 2022. In fact, the last time the table was corrected was in 2015, since then there have been no updates.
This way, the exempt group does not change much. What changes, however, is that with the inflation recorded in recent years, the gap has already accumulated an increase of 134%.
As a result, Brazilians are paying much more income tax, considering this inflation and their earnings and expenses, than they were a few years ago. Data from the National Association of Tax Auditors of the Federal Revenue (Unifisco) indicate that losses were R$ 149 billion last year.
Since then, inflation has once again been at 5.79% and the minimum wage in 2023 has risen to R$ 1,320. However, the range of those who need to declare income tax because they are exempt does not change. Therefore, it can be predicted that the loss will be even greater this year.
The expectation for a reform in this area was already throughout 2022, but it ended up not happening. During the election campaign, President Luiz Inácio Lula da Silva promised that in his government he will increase the IR exemption range to R$ 5 thousand per month.

Exempt from Income Tax 2023
Like every tax, there is an exception for taxpayers and in the case of IR 2023 it is no different. In addition to those who do not meet the requirement to declare income tax due to income, there are some illnesses that also exempt the taxpayer. Are they:
- Active Tuberculosis;
- Severe heart disease;
- Malignant Neoplasm;
- Severe Nephropathy;
- AIDS (Acquired Immunodeficiency Syndrome);
- Irreversible and Disabling Paralysis;
- Paget's disease in advanced stages;
- Ankylosing spondyloarthrosis;
- Multiple sclerosis;
- Cystic Fibrosis (Mucoviscidosis);
- Leprosy;
- Radiation Contamination;
- Parkinson's disease;
- Severe liver disease;
- Blindness (including monocular);
- Mental Alienation.
How to make the 2023 declaration?
Every year the declaration is made through a program made available by the Federal Revenue Service close to the start date of the declarations. The program can be downloaded from the Federal Revenue website.
See the IR declaration step by step:
- Go to the Federal Revenue website;
- Then select the option to install the program on your computer;
- With the program installed, click on “Create declaration”;
The Income Tax declaration can be made in three ways:
- Fill in manually a blank declaration, from scratch;
- Make the declaration from the declaration the previous year; or
- Make the pre-filled declaration with current data from other declarations received by the Federal Revenue Service.
When selecting the option, a new window will open and then:
- You will need to provide all the data requested by the system as your personal data; income reports; information about goods; spending on health and education; number of dependents (if any) among others;
- When completing the process, check all the data entered;
- After filling out, select the tax regime (deductions) most advantageous and check the result of the declaration: tax payable or refundable. If everything is ok, send the declaration online;
- Finally, just click on the “Submit Declaration” option.
Another possibility, made available in 2022, is to file an income tax declaration using the application also made available by the Federal Revenue Service. Similar to the computer program, the app can be installed on your smartphone, making it easier to do what you need.
