INSS: Proof of life in 2023 will be carried out automatically

The National Social Security Institute (INSS) announced changes to the proof of life that is maintained annually by pensioners and retirees. The proof of life used by the agency to extend the payment of benefits will now be the responsibility of the institute.

According to the INSS, from 2023 onwards, proof of life will be carried out automatically by the agency by crossing information that proves that the beneficiary has carried out some act registered in municipal databases or maintained and administered by federal public bodies. The following documents will be used as proof:

  • Vaccination certificate; 
  • Consultations in the Unified Health System (SUS); 
  • Proof of voting in elections; 
  • Issuance of passports; 
  • Identity card or Driver's License (CNH); 
  • Access to the Meu INSS application with a gold seal or other applications and systems from public bodies and institutions that have certification and access control in Brazil or abroad.
  • Taking out a payroll loan carried out using biometric recognition; 
  • In-person service at INSS agencies or through biometric recognition at partner companies or institutions; 
  • Medical expertise, via telemedicine or in person; It is 
  • Service in the public health system or through an affiliated network; 
  • Registration or re-registration with traffic or security authorities; 
  • Updates to CadÚnico only if carried out by the person responsible for the group; 
  • Issuance/Renewal of: 
  • a) Passport; 
  • b) Driver’s License; 
  • c) Work Card; 
  • d) Military Enlistment; 
  • e) Identity or Card; or 
  • f) Other official documents that require the user's physical presence or biometric identification;
  • Receiving the benefit with biometric recognition;
  • Income Tax Declaration, as a holder or dependent.

If it is not possible to provide proof of life proactively, the beneficiary will receive a notification informing the need to provide proof of life, preferably electronically. 

Last Wednesday, the 2nd, the Ministry of Labor and Social Security signed the decree that modifies the rules for carrying out the procedure, prohibiting the institute from demanding proof of life in person from pensioners and retirees to facilitate the routine of insured people who they needed to go to an institution to carry out the procedure.

The regulation also establishes that, if the beneficiary is obliged to appear in person to carry out the proof of life, the INSS must offer the beneficiary, regardless of age, opportunities to carry out the procedure without having to leave home, either through a visit from employees of the agency or affiliated and partner institutions or financial institutions that pay for the benefits.

INSS Life Proof suspended

The INSS extended the suspension of proof of life until the end of 2022. The procedure will remain suspended until December 31, 2022, thus, payment blocks due to lack of proof are also suspended.

If the insured wishes to voluntarily carry out proof of life, traditional channels – through the banking network or through the Meu INSS App – are available for the procedure.
