Lula changes Bolsa Família payroll loan rules

The target of several criticisms upon its launch before the elections, still under Jair Bolsonaro's administration, the current government decided to make a change in the rules for accessing Bolsa Família payroll loans. These changes were published by Ordinance MDS No. 858 in the Official Gazette of the Union on Thursday, the 9th.
The loan is now limited to only 5% of the monthly benefit amount. Until then, the amount that could be used to pay the installments was 40%. Taking into account the new Bolsa Família value of R$ 600, this would only give R$ 30.00 to pay the monthly installments.
Furthermore, the government has now fixed the maximum payment limit at up to 6 installments and has also capped the interest rate charged at 2.5%. Therefore, the beneficiary will be able to use, in total, only R$ 180.00 to pay the loan.
With a rate to be charged by banks of 2.5%, no institution will grant more than R$ 150 to the Bolsa Família beneficiary who takes out the new loan, which is currently not enough to buy 2 13kg gas cylinders .
New rules for Bolsa Família loans
It is still not known for sure why the Government did not end the loan once and for all, considering that the changes make contracting unfeasible, due to the low amount available to beneficiaries, in addition to all the bureaucracy during contracting.
- The maximum discount limit on the Bolsa Família payroll drops from 40% to just 5%;
- The maximum number of payment installments is now 6; until then, the loan could be paid in up to 24 months, which increased the amount available for taking out credit;
- The interest rate charged drops from 3.5% to up to 2.5% am;
- With the new 5% discount limit, the beneficiary can only use R$ 30.00 of the R$ 600 benefit to pay the installment of the loan;
- The changes must limit the resource that the beneficiary will be entitled to contract to only R$ 150.00.
At its launch, in October 2022, the limit for withdrawing payroll-deductible credit was up to 40% of the amount paid monthly for the benefit, based on the value of R$ 400 of Auxílio Brasil at the time. In this way, the maximum value of the installment was up to R$ 160. On average, beneficiaries received a value of up to R$ 2,700.00 on the loan.
The Ministry of Development and Social Assistance, Family and Fight Against Hunger has not yet announced whether it will maintain the value of R$ 400 or increase the limit to R$ 600. If the current value of the benefit is not taken into account, the installment may only be worth R$ 20.

And for those who have already taken out the loan? For those who have previously contracted credit, they will follow the previous format, defined in the contract. The amounts continue to be deducted as expected, in accordance with the previous rules.
According to the president of Caixa, Rita Serrano, the suspension occurred due to the fact that the Ministry of Social Development was reviewing the beneficiaries' records and reevaluating the interest applied. Regarding the return of new loans in this modality, Caixa has not yet taken a position on a new likely date.
What is known is that with the new rules there should be no appeal for hiring, as the amount of credit available is negligible.
Bolsa Família calendar for February
From February 13th, the Bolsa Família calendar for the month of February begins, with the first deposits for beneficiaries with final NIS 1. Remembering that in February, the first Vale-Gás calendar also begins in 2023, which should come with the value of R$ 110.
