Why did the Lula Government cancel the 13th Bolsa Família? Understand

Several beneficiaries still question whether Bolsa Família will pay a 13th salary. However, the Federal Government has already clarified that this extra amount will not be released

Recently, the Lula Government announced the Provisional Measure that brings back the program that was very successful in the 2000s, Bolsa Família. The program, which has new rules and updates, pays a minimum amount of R$ 600 per family.

At the same time, the family can increase the amount received monthly: if there are pregnant women, the family receives + R$ 50. In the case of children from 0 to 6 years of age, + R$ 150 is added for each, and for children over 7 years old and young people under 18, + R$ 50 are added. Thus, a family made up of a pregnant woman, with 2 children aged two and three, and a 15 year old teenager, for example, will receive the amount of R$ 1,000 per month .

Although it is a large increase in the benefit, several beneficiaries still question whether Bolsa Família will pay a 13th salary. However, the Federal Government has already clarified that this extra amount will not be released

New rules for the program

On March 2, Thursday, President Lula announced the MP that reformulates the Bolsa Família program, which until then was called Auxílio Brasil.

The benefit should reach families that are in extreme poverty or poverty, with income of up to R$ 218 per capita. In general, the benefit must pay:

  • The minimum value of R$ 600 for each family registered in the program;
  • For each child up to 6 years of age, an additional R$ 150 will be paid;
  • For each child over 7 years old and young people under 18, an additional R$ 50 will be paid;
  • For each pregnant woman in the family, an additional R$ 50 will be paid.

Why was the 13th Bolsa Família canceled by the Lula Government?

On Friday (03), the Ministry of Development and Social Assistance stated that the Federal Government will not pay the 13th installment of Bolsa Família. This is what Letícia Bartholo, secretary of Information Management Assessment and Single Registry, says.

The statement took place during a press conference, where the Government presented data on the reformulation of the Bolsa Família program. When asked about the return of the 13th salary, which was paid in 2019, during the 1st year of Jair Bolsonaro's government, Letícia said:

“The 13th salary was paid in just one year, much more like a campaign promise. It was in a year. Bolsa Família is an assistance program to supplement income and is not suitable for linking a 13th salary. It now has a much higher per capita payment than what previously existed, the original Bolsa Família and Auxílio Brasil. Obviously, the payment of a 13th is not foreseen, as the proposed design is better suited”.

Opposition promises to force Government to make payment

During his campaign in the presidential elections, Jair Bolsonaro (PL) promised to pay a 13th salary to Bolsa Família beneficiaries. So far, President Lula (PT) has not made the promise.

With the defeat of Jair Bolsonaro, his allied base has not left his promise aside. In fact, he wants to force the government to pay the 13th salary. According to Veja magazine journalist Robson Bonin, federal deputies and senators from Lula's opposition base want to pressure the government to pay the additional amount in 2023.

This is said because there is a project being processed in the Chamber. Júlio César Ribeiro, federal deputy of the Republicans-DF, presented a proposal that proposes the payment of the additional amount at the end of the year in 2023. The objective is to use the text and present others in order to put pressure on the deputies and senators of the base government.
