Minimum wage: Bolsonaro sets the value at R$ 1,302 for the year 2023

This Monday (12), President Jair Bolsonaro (PL) published MP nº 1,143 Provisional Measure that increases the value of the minimum wage from R$ 1,212 to R$ 1,302 as of January 1, 2023. The text was published in extra edition in the “Official Gazette of the Union”.

This new value was already foreseen in the Annual Budget Law project, the LOA of 2023. As it is a provisional measure, it must be analyzed by the National Congress.

The project considered an inflation of 7.41% in 2022. Based on this estimate, the proposal did not foresee a real gain for the minimum wage. However, the inflation projection for 2022 was reduced. In a note, the General Secretariat of the Presidency of the Republic said that the minimum wage adjustment of R$ 1,302 takes into account a variation in inflation of 5.81%, plus a real gain of around 1.5%.

The value of R$ 1,302.00 refers to the national minimum wage. The value is applicable to all workers, in the public and private sector, as well as for retirement and pensions“, said Palácio do Planalto.

Anticipation of the MP

Normally, the MP that defines what the national minimum value will be for the following year is published one week before the end of the year. However, because we had a change of president, Jair Bolsonaro edited the text 19 days before the end of his term.

In the years 2020, 2021 and 2022, under Bolsonaro's administration, the value of the minimum wage was adjusted only for inflation, without a real increase.

Minimum wage should increase in 2023

One of the campaign promises of the elected candidate Luiz Inácio Lula da Silva (PT) was that the minimum wage would be adjusted above inflation. Senator-elect Wellington Dias (PT-PI), coordinator of the Budget nucleus of the government transition team, highlighted that the president-elect's team will propose a minimum wage of R$ 1,320.00 for 2023.

In this way, R$ will be 18 more than the value foreseen in the Provisional Measure published by Bolsonaro. The text must still be analyzed by deputies and senators.

With the approval of the Transition PEC, which has already passed the Senate and is now in the Chamber of Deputies, this value of R$ 1,320 should be viable from January onwards. However, it will depend on a new MP signed by President Lula.
