BPC: Consigned loans will have new rules and credit will be resumed

The vote on the MP 1164/23 report took place on May 10, Wednesday, which defines rules for payments of the new Bolsa Família, now with a minimum value of R$ 600 for low-income families. According to the final text, the program will once again include consigned credit for BPC beneficiaries.
Dr. Francisco (PT-PI), rapporteur of the Provisional Measure, accepted an amendment that allows BPC beneficiaries to contract loans with payroll deduction. The maximum margin will be 35%, with 30% going directly to loans and financing, and 5% to paying expenses related to the credit card.
Still in the opinion presented by the deputy, 43 of the 257 amendments proposed to the measure were accepted and will be voted on. One of the suggestions incorporated into the report guarantees a bonus of R$ 50 for lactating women, women beneficiaries of the program who are breastfeeding.
In the current version of Bolsa Família, the program offers an additional installment of R$ 150 for children up to 6 years of age, an additional amount of R$ 50 for children aged between 7 and 18 years, and R$ 50 per pregnant woman in the family nucleus . However, the extra payment for pregnant women will only be implemented from June onwards.
The text also changed the deadline for readjusting social benefit installments. Now, value adjustments are expected to occur, at most, every 2 years. Previously, it had been established that it would be every two years, at least, which allowed a much longer time interval between readjustments.
Return of loan granted to BPC
Regarding the BPC, deputy Dr. Francisco noted that several amendments requested the return of permission for beneficiaries to take out loans with payroll deduction. Even considering the permission not adequate and considering the potential debt of these families, he accepted the amendment.
With the aim of preventing the decision to take out loans from negatively affecting families' liquidity, a concern of the rapporteur, the opinion defines that the authorization for discounts takes place at least 5 working days apart. Furthermore, the report also stipulates that families that receive closed season insurance, intended for fishermen, will be entitled to Bolsa Família, as long as they do not accumulate the aid with social security benefits.
The report also reinforces the prohibition on companies subcontracted by Caixa to reduce the value of Bolsa Família, claiming to restore negative balances or pay off pre-existing debts of beneficiaries.
Who can receive Bolsa Família?
To receive Bolsa Família you must comply with the rules below:
- Have a family income of up to half the minimum wage (R$ 655);
- Have a per capita income (per person) of up to R$ 218 (previously, the limit was R$ 210);
- Pregnant women must undergo prenatal care;
- Children under 7 years of age must undergo nutritional status assessment;
- Minimum school attendance of 60% for children and adolescents from beneficiary families;
- The entire family must be up to date with their vaccinations, following the Ministry of Health's National Immunization Program;
- It is necessary to be registered in the Single Registry and keep it updated.
The Federal Government's Single Registry (CadÚnico) is an extremely important tool for low-income families to gain access to various social programs offered by the Government, such as Bolsa Família, Minha Casa Minha Vida and the Social Electricity Tariff.
