The value of the 14th salary for INSS retirees was updated. With the value of the minimum wage readjusted in 2023, the benefit for insured people also increased. The 14th INSS salary cannot exceed two minimum wages per insured person, with the value of R$ 2,604 as a ceiling.

However, the benefit is not yet guaranteed for the year 2023. The PL for the 14th salary was presented by deputy Pompeo de Mattos in August 2020 and the proposal has been waiting for more than 2 years for a definitive decision.

The project, created to support policyholders and pensioners during the impacts caused to the economy by the pandemic, came very close to passing through the Plenary of the Chamber of Deputies and returned to square one after a decision by Arthur Lira, president of the house.

With no movement since August 2022, the chances of the 14th INSS salary being approved in 2023 remain low for now. For the project to get off the ground, it needs to be processed again as one of the priorities among parliamentarians.

Currently, the project awaits the creation of a temporary committee by the Board of Directors, of which deputy Pompeo de Mattos is now part of as deputy secretary.

Before being voted on in the Plenary, the PL for the 14th INSS salary still needs to receive a favorable opinion from the CCJC (Constitution, Justice and Citizenship Commission), in addition to CTASP (Labour, Administration and Public Service Commission) and CIDOSO (Commission for the Defense of the Rights of the Elderly).

Another fact that does not contribute to the payment of the 14th INSS in 2023 is the lack of provision for resources in the Budget. For the year 2023, the government has reserved only resources for paying retirees' 13th salary.

The initial text of the proposal predicted that the insured person's benefit would be deposited in March 2022 and 2023. But, almost approaching the deadline, there is still no evidence of the payment of the 14th salary.

The INSS started paying retirement and pensions with an adjustment of 5.93%. The adjustment was granted to all insured people who receive INSS benefits worth more than the minimum wage.

The government raised the INSS ceiling to R$ 7,507.49 and set the social security floor at R$ 1,302, the same value set for the minimum wage in 2023. The readjusted INSS value began to be transferred on January 25th, when the payment schedule for those who receive benefits at the national minimum value.

See the INSS payment dates scheduled for 2023. The dates differ for those who only receive a minimum wage and for those who receive above this amount. Deposits are made according to the final number of the benefit card, disregarding the digit that comes after the dash.
